Technical education Quality Improvement programme (TEQIP) was envisaged in 2003 by MHRD, Government of India as a long-term World Bank assistance programme of about 10-12 years duration to be implemented in 3 phases for transformation of Technical Education System. SPFU Kerala (State Project Implementation Unit Kerala) implements the project in kerala. The first phase of TEQIP (Additional Central Assistance Scheme under Externally Aided Project) Commenced in March 2009,in which 5 institutions were from Kerala. To continue the development activities initiated through TEQIP-I, a sequel project was implimented as TEQIP-II. The project duration shall be for Four years (2010-2014).
The project is focusing on the following main objectives:
Strengthening institutions to produce high quality Engineers for better employability,
Scaling –up Postgraduate Education and demand-driven Research & Development and Innovation,
Establishing Centers of Excellence for focused applicable research
The project is composed of the following Components
Component-1: Improving Quality of Education in Selected Institutions
Sub-Component 1.1: Strengthening institutions to improve learning outcomes and
employability of graduates
Sub-Component 1.2: Scaling up Postgraduate Education and demand-driven Research &
Development and Innovation
1.2.1: Establishing centers of Excellence
Sub-Component 1.3: Faculty Development of effective Teaching (Pedagogical Training)
Component-2: Improving System Management (for SPFU)
Sub-Component 2.1: Capacity Buildings to Strengthen Management
Sub-Component 2.2: Project Management, Monitoring and Evaluation
The project is being implemented through the Ministry of Human Resources Development (MHRD) of the Government of India as a “Centrally Sponsored Scheme” (75:25 between MHRD and State with a total outlay of Rs.2430 corers for 200 Engineering Institutions all over India.
The financial allocation to each Government/Government funded Institutions is expected to be in range of Rs.10.00 crore for sub-component 1.1 and Rs.12.50 crore for sub component 1.2.
In addition to this , Institutions participating in1.2 may apply for Rs.5.00 crore each for Sub-component 1.2.1 to establish centers of excellence (limited to two numbers per institution)
For State project Facilitation Unit (SPFU) Rs. 3 crore has been set apart.
State proposal for selection of State for TEQUIP Phase- II was Submitted to National Project Implementation Unit (NPIU) on 19-05-2010 with approval of State Government .In the state proposal, the state has agreed to all the conditions mentioned in the eligibility criteria except inclusion of unaided private institutions with matching share from the State (aided Engineering colleges of the State did not participate).
By G.O. (Rt) No .2105/2010/HEdn dated 30.10.2010,Government constituted the State Steering Committee for TEQUIP Phase II with Principal Secretary, Higher Education as Chairman. Three meetings of the committee have been convened.
The State have already signed MoU with MHRD Government of India on 06/08/2011
